# Builders Risk Insurance in Vermont

Vermont’s 2025 Construction General Permit covers one acre of earth disturbance and qualifying common plans; the state identifies individual permits for some projects that need more than 14 days to stabilize or will concurrently disturb more than five acres. Separately, state project review uses river-corridor maps together with field data, and small-stream corridors may not appear as mapped lines. ### A slow stabilization schedule can call for individual permit review

Vermont’s DEC identifies the 2025 CGP as issued June 20, 2025. Its construction-permit page says projects proposing to exceed a 14-day stabilization schedule or concurrently disturb more than five acres must file for an Individual Permit. Confirm the applicable authorization before assuming a staged work plan can proceed under the general permit.[^1]

### River-corridor review is distinct from a FEMA flood map

Vermont uses corridor maps with the best available field data for state project review under Act 250, Section 248, and its Flood Hazard Area and River Corridor Rule. The corridor follows the river’s meander belt and includes a buffer; this can affect where temporary access or material staging is feasible.[^2]

### A missing small-stream corridor line is not clearance

Vermont does not map river corridors for small streams; by definition, the area within 50 feet of the top of bank applies to streams with watersheds smaller than two square miles. Map data are periodically updated. Check the release date and field conditions before deciding where to place stored property.[^2]

**Reported tax rate:** 3% of premium The NAIC's state chart lists a 3% of premium charge for surplus-lines coverage for Vermont (the chart's state entries were reviewed in October 2025).
