# Florida Builders Risk Insurance

Florida’s Department of Financial Services says builders risk forms may treat rain and wind differently and some apply wind coverage only after a construction milestone. For coastal sites, DEP’s control-line program adds location-specific permitting and design questions. Confirm both against the project plans and actual policy.[^1][^2][^3]

**Coverage:** [Builders risk](/coverage/builders-risk) · [Florida](/coverage/states/florida)

## What Is Builders Risk?

Builders risk protects the project you are building, including materials meant for it, against physical loss until construction ends. The gaps that cost owners money are materials in storage or transit, the existing building in a renovation, and coverage ending when you occupy early. [Read the national Builders risk guide](/coverage/builders-risk).

## What to Watch for in Florida

### Check when wind coverage starts

Florida DFS says some builders risk policies require construction to reach a stated completion stage, such as 50% or 75%, before wind coverage applies. Confirm the actual trigger, how the insurer measures completion, and what protection applies to the project before it reaches that stage.[^1]

### Read rain and water wording separately

Florida DFS describes builders risk as named-peril coverage and says rain damage to job-site materials may be limited and depend on an endorsement. Ask whether the quote covers rain, wind-driven rain, flood, surface water and water intrusion as separate causes, and identify each applicable exclusion, endorsement and deductible.[^1]

### Check the coastal line before starting work

Florida’s CCCL marks a zone subject to severe fluctuations in a 100-year storm; DEP generally requires a permit for construction and excavation seaward of that line, subject to exemptions. Locate the parcel against the current CCCL map and align the approved scope, permit conditions and insured construction values.[^2][^3]

## Who Regulates Insurance in Florida

**Florida Office of Insurance Regulation.** The Florida Office of Insurance Regulation licenses and regulates insurance companies and reviews rates and forms. The Department of Financial Services separately licenses insurance agents and handles consumer insurance complaints; its resource page links to both state license searches.[^4][^5][^6]

### Surplus-Lines Tax and Stamping Office

**Reported tax rate:** 4.94% of gross premium plus a 0.03% FSLSO service fee for policies effective July 1, 2026 or later When Florida is the insured’s home state, Florida taxes the entire gross premium at 4.94%; the premium definition includes policy and similar insurance charges. The separate FSLSO service fee is 0.03% for policies effective July 1, 2026 or later. Surplus-lines policies do not receive Florida Insurance Guaranty Association protection.[^7][^8][^9]

## Providers With Documented State Licenses

No provider in Spot’s research documents both a state license record and this coverage line. This does not establish that providers are unlicensed. [Check the regulator’s license lookup](https://myfloridacfo.com/division/ica/resources) and confirm availability with a provider when requesting a quote.

## Questions to Ask Before You Buy in Florida

1. At what construction milestone does the quote begin wind coverage, and how is completion measured?
2. Which endorsements cover rain, wind-driven rain, surface water and flood at the site and for stored materials?
3. Is any work seaward of Florida’s CCCL, and are required permits and design conditions satisfied?

## Builders Risk in Florida: FAQ

### Does Florida builders risk automatically cover wind and rain?

Florida DFS says rain is not a named peril in the form it describes; limited job-site material coverage may require an endorsement, and wind coverage can be subject to policy terms and a construction-stage requirement. Read the specific quote and endorsements.[^1]

### When should a Florida project check the coastal construction control line?

Check it before construction or excavation at sandy coastal sites. Florida DEP says the CCCL program generally requires a permit for work seaward of the line, subject to exemptions, and the statute establishes the line by county.[^2][^3]
