# At-Bay vs Vouch Cyber Insurance

Vouch's cyber insurer disclosure conflicts with its own ownership language after a 2025 Hiscox acquisition; At-Bay's page simply omits a named insurer for current quotes.

## Research Scope and Use

Use this comparison to evaluate At-Bay and Vouch for Cyber Insurance against the same documented criteria. It identifies differences and questions to confirm; it does not select a winner for a particular business. Offering claims are what each provider publishes about this line unless marked otherwise. “Not found” describes the evidence reviewed, not proof that a feature is unavailable. Confirm the insurer, policy wording, limits, retentions, exclusions and cost in an actual quote.

## Key Differences in Cyber Insurance

### Insurer Disclosure

Vouch is a broker that places cyber liability through program partners including Corix; Corix's current disclosures name State National Insurance Company or United Specialty Insurance Company as issuer, but still describe Corix as Vouch-owned even though Hiscox announced acquiring Corix from Vouch in 2025 — so the two Vouch-linked sources conflict on ownership.

Corix's current legal disclosures say its proprietary products are issued by State National Insurance Company or United Specialty Insurance Company. Corix's disclosures still describe it as "a wholly-owned member of the Vouch Group," but Hiscox's August 2025 press release states Hiscox acquired Corix Insurance Services, LLC from Vouch, Inc., with Vouch remaining an independent broker under a multi-year distribution agreement — so the ownership language on Corix's disclosures page appears outdated. Either way, these named insurers apply to Corix-branded products specifically, not to every Vouch cyber placement. [13](https://www.corixinsurance.com/legal/disclosures "Legal Disclosures") [14](https://www.hiscoxgroup.com/news/press-releases/2025/06-08-25-1 "Hiscox agrees to acquire US-based specialist insurtech") (Evidence: Conflicting sources; scope: Corix disclosures page (dated effective January 1, 2025) and the Hiscox press release; no single insurer is established for all Vouch cyber business..)

At-Bay's page raises a simpler gap: it names no insurer for a current cyber quote at all, with only a 2023 release describing its own-paper transition. [3](https://www.at-bay.com/insurance/cyber/ "Cyber Insurance Coverage & Policy Highlights")

### Eligibility

Vouch markets cyber liability to technology companies across AI, SaaS, eCommerce, fintech, hardware and crypto, citing more than 6,000 client companies in that segment. [11](https://www.vouch.us/technology "Insurance for Technology Companies") At-Bay's eligibility is defined by revenue rather than industry vertical, with an appetite up to $5 billion regardless of business type. [3](https://www.at-bay.com/insurance/cyber/ "Cyber Insurance Coverage & Policy Highlights")

### Coverage and Services

Corix's cyber page for Vouch describes incident response, forensic investigations, legal defense, regulatory fines and notification costs, plus business interruption and reputational-harm coverage, in general terms without a published limit. [12](https://www.corixinsurance.com/products/cyber-and-errors-omissions "Cyber and Errors & Omissions") [11](https://www.vouch.us/technology "Insurance for Technology Companies") At-Bay lists more specific coverage features — cryptojacking, bricking, social engineering for all classes of business — and layers its Stance security platform on top at no extra cost. [3](https://www.at-bay.com/insurance/cyber/ "Cyber Insurance Coverage & Policy Highlights")

## What to Confirm in Cyber Insurance Quotes

- Ask Vouch to confirm current ownership of Corix and which insurer is actually named on your declarations, given the conflicting disclosure. [13](https://www.corixinsurance.com/legal/disclosures "Legal Disclosures")
- Ask At-Bay the same question, since its page also omits a named insurer. [3](https://www.at-bay.com/insurance/cyber/ "Cyber Insurance Coverage & Policy Highlights")
- Get specific limits and sublimits from Vouch, since neither the Vouch nor Corix pages publish them. [11](https://www.vouch.us/technology "Insurance for Technology Companies")
- Confirm whether At-Bay's InsurSec tiers apply to your account and what MDR subscription costs would be added. [3](https://www.at-bay.com/insurance/cyber/ "Cyber Insurance Coverage & Policy Highlights")

## Offering Details

| Criteria | At-Bay Cyber Insurance | Vouch Cyber Liability Insurance |
| --- | --- | --- |
| Role in This Line | At-Bay places cyber insurance through its disclosed producer, At-Bay Insurance Services LLC, which is licensed as an insurance producer in all 50 states. At-Bay says eligible new excess-and-surplus (E&S) cyber business has been written on its own carrier paper, At-Bay Specialty Insurance Company, since August 2023. [4](https://www.at-bay.com/licenses/ "Licenses") [5](https://www.at-bay.com/press_releases/at-bay-begins-issuing-policies-on-its-own-paper/ "At-Bay Begins Issuing Policies on its own E&S Paper") (Evidence: Company-reported; scope: Producer role from the current license page; carrier role from a 2023 transition announcement, not confirmed for every current cyber quote..) | Vouch is a broker, not an insurer, for cyber liability. It lists Cyber Liability among the core coverages it places for technology clients, and one of its named program partners for cyber is Corix, an insurance program administrator. [11](https://www.vouch.us/technology "Insurance for Technology Companies") [12](https://www.corixinsurance.com/products/cyber-and-errors-omissions "Cyber and Errors & Omissions") (Evidence: Company-reported; scope: Vouch's Technology practice page and Corix's cyber product page..) |
| Issuing Insurer | The current cyber product page does not name an issuing insurer. At-Bay's 2023 announcement says new E&S cyber business is quoted on At-Bay Specialty Insurance Company paper, but that is a historical statement, not a per-quote disclosure. [3](https://www.at-bay.com/insurance/cyber/ "Cyber Insurance Coverage & Policy Highlights") [5](https://www.at-bay.com/press_releases/at-bay-begins-issuing-policies-on-its-own-paper/ "At-Bay Begins Issuing Policies on its own E&S Paper") (Evidence: Company-reported; scope: Cyber product page checked today names no insurer; the carrier-transition release is dated August 2023 and does not cover every current state or account..) | Corix's current legal disclosures say its proprietary products are issued by State National Insurance Company or United Specialty Insurance Company. | Who It’s For | Not described in the reviewed sources. | Vouch markets cyber liability to technology companies across AI, SaaS, eCommerce, fintech, hardware and crypto, saying it is trusted by more than 6,000 companies in that segment. [11](https://www.vouch.us/technology "Insurance for Technology Companies") (Evidence: Company-reported; scope: Vouch's Technology practice page; not an underwriting appetite guarantee for any specific applicant..) |
| Coverage Features | At-Bay lists direct and contingent business interruption and system failure coverage, social engineering and invoice manipulation coverage for all classes of business, full limits for cryptojacking and bricking, broad cyber extortion coverage including cryptocurrency payment, and reputational-harm coverage for PR costs from adverse publicity. [3](https://www.at-bay.com/insurance/cyber/ "Cyber Insurance Coverage & Policy Highlights") (Evidence: Company-reported; scope: Product-page coverage highlights; the issued policy and endorsements control actual terms..)

At-Bay sells cyber insurance with optional InsurSec security tiers: Core includes vulnerability monitoring and a fraud-defense sub-limit; Advanced adds a reduced ransomware retention and a zero-hour ransomware waiting period; Complete adds a $0 financial-fraud retention and a $1 million financial-fraud sub-limit. Each higher tier requires a separately purchased managed detection and response (MDR) subscription. [3](https://www.at-bay.com/insurance/cyber/ "Cyber Insurance Coverage & Policy Highlights") (Evidence: Company-reported; scope: Product-page InsurSec package descriptions and footnotes; availability depends on the business's risk profile and qualifying conditions..) | Corix describes its cyber coverage as typically including incident response, forensic investigations, legal defense, regulatory fines and notification costs, plus business interruption and reputational-harm coverage. [12](https://www.corixinsurance.com/products/cyber-and-errors-omissions "Cyber and Errors & Omissions") (Evidence: Company-reported; scope: Corix's cyber and errors & omissions product page; the description is general, and the buyer's actual policy form and exclusions govern the placement..) |
| Limits and Retentions | At-Bay says it writes primary and excess cyber insurance for businesses with revenue up to $5 billion and limits up to $10 million. Through its Broker Platform, brokers can get automated quotes only for businesses up to $100 million in revenue and $3 million in limits. [3](https://www.at-bay.com/insurance/cyber/ "Cyber Insurance Coverage & Policy Highlights") (Evidence: Company-reported; scope: Published appetite ceilings, not guaranteed offers; underwriting and the appetite guide control individual accounts..) | Neither the Vouch nor the Corix pages publish cyber policy limits, sublimits or retentions. [11](https://www.vouch.us/technology "Insurance for Technology Companies") [12](https://www.corixinsurance.com/products/cyber-and-errors-omissions "Cyber and Errors & Omissions") (Evidence: Not publicly disclosed; scope: Pages checked on 2026-09-23..) |
| Risk Services | Every At-Bay cyber policy includes access to At-Bay Stance, a security platform with vulnerability monitoring, vCISO advisory and tabletop exercises, and security awareness training. Managed detection and response (MDR) for endpoints or email costs extra, $16 or $25 per user per month respectively, and is sold separately by At-Bay Security, LLC. [3](https://www.at-bay.com/insurance/cyber/ "Cyber Insurance Coverage & Policy Highlights") (Evidence: Company-reported; scope: Product-page InsurSec and footnote descriptions; MDR pricing is described as estimated and subject to change..) | Vouch says it benchmarks a technology client's cyber exposures and aligns coverage with enterprise security demands from customers and investors, citing that only about 25% of companies under $250 million in revenue carry cyber insurance. [11](https://www.vouch.us/technology "Insurance for Technology Companies") (Evidence: Company-reported; scope: Vouch's Technology practice page; benchmarking methodology and the cited statistic are company-reported..) |
| How to Apply | You apply for At-Bay cyber coverage by emailing a submission to underwriting@at-bay.com or by requesting an automated quote through At-Bay's Broker Platform. [3](https://www.at-bay.com/insurance/cyber/ "Cyber Insurance Coverage & Policy Highlights") (Evidence: Company-reported; scope: Product-page submission instructions; the Broker Platform route is limited to accounts within its lower appetite ceilings..) | Corix's cyber and E&O product page offers a downloadable application and directs brokers to start an appointment process; Vouch's own site routes prospective buyers to its online "Get Started" application flow. [12](https://www.corixinsurance.com/products/cyber-and-errors-omissions "Cyber and Errors & Omissions") [11](https://www.vouch.us/technology "Insurance for Technology Companies") (Evidence: Company-reported; scope: Corix product page and Vouch homepage navigation..) |
| Claims Support | At-Bay describes an in-house claims team and a named breach-coach phone line for active ransomware or system-interruption incidents, alongside a published cyber incident roadmap that assembles response partners after a claim is reported. [6](https://www.at-bay.com/claims/ "Claims Handling") (Evidence: Company-reported; scope: Claims-handling page process description; does not establish claim outcomes or payment speed..) | Not described in the reviewed sources. |
