# Best Business Owner’s Policy for Small Businesses (2026)

Coverage line: Business Owner’s Policy. Buyer segment: Small Businesses. Providers ranked: 8.

## Quick Answer

A business owner's policy bundles property, liability and business income for small businesses with a physical location, but providers publish their own size and industry limits. Check your headcount, revenue and class against those limits, then what the package leaves to other policies: workers' compensation, vehicles, professional liability and flood. 8 providers document Business Owner’s Policy for small businesses. Gallagher, TechInsurance and Chubb rank highest on Spot’s evidence ranking.

## How Did Spot Rank Business Owner’s Policy for Small Businesses?

Spot lists a provider only when its published Business Owner’s Policy information includes a documented claim (verified or company-reported) about eligibility, role, coverage or application that mentions small businesses. “Named for Small Businesses” marks a provider’s own statement of who it serves; “Related mention” marks a role, coverage or application claim.

Providers with both a Spot Score and a Review Score rank first, then providers with one of the two, then providers with neither. Within each group the order is the equal-weight average of the scores the provider has, as in the industry guides; ties break on fit, then the number of documented claims, then name.

The Spot Score comes from Spot’s reliability assessments and the Review Score from the provider’s rated review sources. Neither measures whether a policy fits your business or what it costs.

## What Do Small Businesses Need From a Business Owner's Policy?

A business owner's policy is a package, not a bigger policy. The Insurance Information Institute says it provides the core coverage most small businesses need: property, liability and business interruption insurance. California's insurance department describes it as written for small main-street businesses such as hardware stores, barbershops and accountant offices, under strict underwriting guidelines that include maximum square footage. [1](https://www.iii.org/article/understanding-business-owners-policies-bops "Understanding business owners policies (BOPs)") [2](https://www.insurance.ca.gov/01-consumers/105-type/95-guides/09-comm/commercialguide.cfm "Commercial Insurance Guide")

Providers describe the trigger as a space or equipment to protect. One says almost every small business owner needs one if they own the building, rent a physical space, hold large amounts of data, have employees who could act dishonestly or own equipment such as computers and furniture. Another says it comes up when a landlord asks for liability limits or property coverage on your lease. [4](https://www.gallaghersmallbusiness.com/insurance-products/business-owners-policy/ "Business Owners Policy") [5](https://kinro.com/products/business-owners-policy "Business Owner's Policy")

Eligibility is where small businesses get sorted, and the published limits differ. The Insurance Information Institute says companies with 100 employees or fewer and revenue up to about $5 million are candidates. One provider describes fewer than 100 employees and under $10 million of revenue. Another says small businesses typically qualify with fewer than 100 employees, a low-risk industry and under $1 million of yearly revenue, and a third writes small businesses with up to $30 million of revenue across more than 500 classes. [1](https://www.iii.org/article/understanding-business-owners-policies-bops "Understanding business owners policies (BOPs)") [3](https://www.embroker.com/coverage/business-owners-policy/ "Business Owners Policy") [6](https://www.techinsurance.com/business-owners-policy "Business Owner's Policy") [7](https://www.chubb.com/us-en/business-insurance/chubb-bop.html "Chubb BOP Insurance")

## Which Business Owner's Policy Exposures Do Small Businesses Face?

Business income has limits that are easy to miss. In the 2010 ISO businessowners form, the policy pays for a necessary suspension caused by direct physical loss at your premises from a covered cause, and only for loss within 12 consecutive months of that loss. It pays ordinary payroll for 60 days unless the declarations show more, and a 72-hour time period applies in the definition of the period of restoration. [8](https://www.hiscox.com/documents/partner-agent/dpd_endorsements/specimenforms/BP_00_03_01_10_-_BOP_-_Policy_Form_Contract.pdf "Businessowners Coverage Form (BP 00 03 01 10)")

Flood and earthquake are commonly excluded. California's insurance department says earth movement, including earthquake, and flood are two common exclusions under open-perils property coverage. The Insurance Information Institute lists flood and sewer backup among other coverages to ask about. [1](https://www.iii.org/article/understanding-business-owners-policies-bops "Understanding business owners policies (BOPs)") [2](https://www.insurance.ca.gov/01-consumers/105-type/95-guides/09-comm/commercialguide.cfm "Commercial Insurance Guide")

Several other risks sit outside the package. The Insurance Information Institute says a BOP doesn't cover all risks of running a small business and that limits are usually lower, and it points to workers' compensation, business-owned vehicles, professional liability and cyber risk. The 2010 ISO form's property section excludes vehicles subject to motor vehicle registration from covered property. [1](https://www.iii.org/article/understanding-business-owners-policies-bops "Understanding business owners policies (BOPs)") [8](https://www.hiscox.com/documents/partner-agent/dpd_endorsements/specimenforms/BP_00_03_01_10_-_BOP_-_Policy_Form_Contract.pdf "Businessowners Coverage Form (BP 00 03 01 10)")

## What Should Small Businesses Check Before Buying a Business Owner's Policy?

Compare your numbers with each provider's published criteria, not a general rule. Headcount, revenue and class all appear in those criteria, and one provider's brochure shows up to 50 employees and up to $10 million in revenue. Ask for the criteria in writing, and ask what happens at renewal if you outgrow them. [3](https://www.embroker.com/coverage/business-owners-policy/ "Business Owners Policy") [9](https://8588529.fs1.hubspotusercontent-na1.net/hubfs/8588529/Current%20Appetite%20Content/BOP%20Product%20Brochure_December%202025.pdf "Business Owner's Policy (BOP) Product Highlights for Agents and Brokers")

Ask how property is valued. California's insurance department says actual cash value is considered fair market value there unless the policy defines it otherwise, that replacement cost is the cost to replace with new property of like kind and quality and remains subject to coinsurance, and that agreed value waives any coinsurance penalty. One provider's brochure lists replacement cost valuation and 80% coinsurance among its BOP property highlights, so confirm which applies to your quote. [2](https://www.insurance.ca.gov/01-consumers/105-type/95-guides/09-comm/commercialguide.cfm "Commercial Insurance Guide") [9](https://8588529.fs1.hubspotusercontent-na1.net/hubfs/8588529/Current%20Appetite%20Content/BOP%20Product%20Brochure_December%202025.pdf "Business Owner's Policy (BOP) Product Highlights for Agents and Brokers")

Ask for add-ons by name. Providers' lists of BOP add-ons include hired and non-owned auto, employment practices and equipment breakdown, and one adds cyber, so ask which are in your quote and which you would have to buy separately. In the 2010 ISO form, equipment breakdown is not automatic: it applies only when your declarations list it. [8](https://www.hiscox.com/documents/partner-agent/dpd_endorsements/specimenforms/BP_00_03_01_10_-_BOP_-_Policy_Form_Contract.pdf "Businessowners Coverage Form (BP 00 03 01 10)") [9](https://8588529.fs1.hubspotusercontent-na1.net/hubfs/8588529/Current%20Appetite%20Content/BOP%20Product%20Brochure_December%202025.pdf "Business Owner's Policy (BOP) Product Highlights for Agents and Brokers") [10](https://www.biberk.com/small-business-insurance/business-owners-policy "Business Owners Policy")

## What Do Small Businesses Ask About Business Owner’s Policy?

### Which Small Businesses Qualify for a Business Owner's Policy?

It depends on the provider. The Insurance Information Institute says companies with 100 employees or fewer and revenue up to about $5 million are candidates, while published criteria range from under $1 million to up to $30 million of revenue. Some industries, such as restaurants, may be ineligible. [1](https://www.iii.org/article/understanding-business-owners-policies-bops "Understanding business owners policies (BOPs)") [6](https://www.techinsurance.com/business-owners-policy "Business Owner's Policy") [7](https://www.chubb.com/us-en/business-insurance/chubb-bop.html "Chubb BOP Insurance")

### What Does a Business Owner's Policy Not Cover for Small Businesses?

It doesn't cover every risk. The Insurance Information Institute lists workers' compensation, business vehicles, professional liability and cyber risk among the other coverages to ask about, and California's insurance department says flood and earthquake are common exclusions under open-perils property coverage. [1](https://www.iii.org/article/understanding-business-owners-policies-bops "Understanding business owners policies (BOPs)") [2](https://www.insurance.ca.gov/01-consumers/105-type/95-guides/09-comm/commercialguide.cfm "Commercial Insurance Guide")

### Does a Business Owner's Policy Cover Lost Income for Small Businesses?

Yes, after a covered physical loss, with limits. In the 2010 ISO businessowners form, loss must be within 12 months of the damage, ordinary payroll is paid for 60 days unless more is shown, and a 72-hour time period applies. Ask your provider for its actual terms. [1](https://www.iii.org/article/understanding-business-owners-policies-bops "Understanding business owners policies (BOPs)") [8](https://www.hiscox.com/documents/partner-agent/dpd_endorsements/specimenforms/BP_00_03_01_10_-_BOP_-_Policy_Form_Contract.pdf "Businessowners Coverage Form (BP 00 03 01 10)")
